The difference of these interests reached his peak when in being in a meeting of the annual Public AIPTI in 1999, the member AIPTI that not the national company sent their wish so that members's extraordinary voting rights AIPTI, that most national companies, was abolished.

With the existence of the attitude and companies's foreign action this multinational, that really apparently wanted to press the role and the national activity of pesticide companies in the Indonesian market, then several national private companies and the State Owned Company, that is PT. Just Prosperous the Dawn, PT. Dharma the Trade (Ltd), PT. Indagro Inc., PT. the Partner Kreasidharma, PT. Petrosida, PT. Putrisari Kimianusa and PT. Sinarindo Kimianusa, formed the Forum for the Businessman National Pesticide (FPPN) as an association to discuss the problem that was dealt with together and determined the step to overcome him, especially that was linked with the policy of the government especially the Department of Agriculture.

Afterwards the above companies together with 4 other national companies, that is PT. Agricon, PT. Maskitani, PT. the Rich Petrochemical and PT. Kimiatama means established the Association of the National Pesticide Community (HMPN) as the forum for various elements of the Indonesian community that undertook efforts in the pesticide field or had the other activity that was linked with pesticide.

These founding companies determined the HMPN point of view, that is Assemble and developing the Potential for the National Pesticide Community Professionally to bring about Prosperity and Welfare of the User's Community of Pesticide.
To bring about this point of view of HMPN had the mission as follows:

1. Assembled the producer, the distributor, the researcher, the interested person and the user of national pesticide;
2. Developed the national capacity of the pesticide community to be able to produce, distribute and use safe, effective and efficient pesticide;
3. Established the co-operation with the related side for the development of the national capacity of the pesticide community.

Was a hope together that HMPN can undertake his mission to give the contribution for the national development, especially in the agricultural field.
